The NDIS Quality and Safeguards Commission strategic plan 2022–2027 sets out our vision, principles and purpose.

Regulatory approach
The NDIS Quality and Safeguards Commission regulatory approach outlines how we use our regulatory capabilities and resources to ensure the quality and safety of services delivered to NDIS participants. It shows how our strategic framework and our regulatory focus, opportunities, intent and considerations leads to 3 regulatory approaches:
- Our high intensity responses address urgent risks to participant rights and critical sector issues.
- Our targeted campaigns avert potential risks to participants and address emerging sector issues.
- Our regulatory activities provide ongoing sector regulation and oversight.

As a regulator, the NDIS Commission needs to do annual regulator performance reporting. Our performance against regulator KPIs are included in the Commissions annual performance report, published in each annual report.

NDIS Commission workforce plan
The NDIS Commission workforce plan outlines how the Commission will achieve the workforce vision of ‘a highly capable and diverse workforce with a clear understanding of our organisation’s purpose and the confidence to meaningfully engage with participants and providers.’
The plan identifies 40 data-informed priority opportunities that guide how we attract, develop and retain a diverse workforce with the right skills and attributes, based on five pillars:
- workforce sustainability
- capability
- growth
- performance
- diversity, inclusion and wellbeing.
There are 5 foundational opportunities and then opportunities grouped into 0-6 months, 6-18 months and 18+ months.

Australian Public Service (APS) Employee Census – results and action plan
The APS Employee Census is an annual survey that collects information about workforce issues such as health and wellbeing, employee engagement, performance management and leadership.
The NDIS Commission has created a Census action plan that describes short- and long-term actions that respond to the census results. It identifies five key themes:
- wellbeing
- inclusion and flexible working
- communication and change
- team Leadership and
- organisational leadership.
Audit and risk committee charter
The Audit and Risk Committee plays an important role in providing oversight of the NDIS Commission governance, risk management, compliance and control practices. The Committee also serves to provide confidence in the integrity of practices to enable achievement of the NDIS Commission’s strategic objectives.
This charter provides the framework for performance of Committee activities.
Regulatory burden insights report
The NDIS Commission continues to build productive relationships with all providers based on information sharing and learning. In workshops held in partnership with peak industry body NDS, NDIS providers were invited to discuss regulatory and compliance challenges they were experiencing, and opportunities for improvement in regulatory processes that don’t compromise participant safeguards, rights, and service quality.

Procurement and grants contracts
The Senate Order on departmental and agency contracts requires government agencies to regularly publish a list of contracts to the value of $100,000 or more that the agency has:
- entered into in the last 12 months
- started earlier than the last 12 months but are not complete yet.
Most of the contracts listed have general confidentiality provisions noted. These provisions are designed to protect any parties confidential information that relates to the contract, for example:
- ordinary commercial prudence to protect trade secrets or proprietary information
- protection of other Commonwealth material and personal information.
The accountable authority of the NDIS Quality and Safeguards Commission has assured that the listed contracts do not contain any inappropriate confidentiality provisions.
In the context of the Senate Order, 'contract' has been defined as including Grants, which are listed separately.
The published contracts are for 2023-2024 financial year.

Cost of Compliance
The cost of complying with the Senate Order in relation to the current list for NDIS Quality and Safeguards Commission 'core' is approximately $875.93. This is based primarily on an estimate of staff hours spent at average hourly rates for data collection, liaison, analysis and management. General overhead costs are also included in this figure.
